Dr. Vance's Ring, the doctor's ring and the last of the four relics, is in Vance's office on the upper floor of Blackthorn Asylum.
Getting it
Unlock the asylum, deal with or slip past the residents, and take the stairs from the admissions hall. The office is on the upper floor, with the records room and the cell block.
